9.9 gamefisher , eska , no spark

I am trying to get a 9.9 gamefisher running. When I got the engine it was semi put together, after putting it together it had spark on lower coil, but little to none on top coil. I decided to look under the flywheel and check contacts, put all back together and then no spark anywhere. Coil packs themselves are good just not getting power or signal from top for spark. Any help appreciated, thanks

This is the white and green cowling. Early 80's I think 217-000 series. Thanks
