9.9 experts needed!!!

how easy should it be to turn a flywheel by hand on a 83 9.9? I am having trouble getting this motor to start after taking the power head off. Just replaced the lower exhaust gaskets, also replaced the head, due to the thermostat cover bolts being fused into it, the motor is an 83, the head is for a 75, other than the spark plugs being closer to the power pack i was told it would be fine, (emailed Leeroy) the power head was on its side on my tool box at work for a couple days (im a honda tech). Is it possible the rings on the pistons are partially stuck?? I tried a compression test but it seems difficult to manually get an accurate reading. it was around 30. Motor ran fine before i took it apart.... just seemed louder than its been before thats why i replaced the gaskets. new fuel pump, coils, powerpack, carb rebuilt previously. running out of ideas and want to go fishing this weekend!!!!!!!! Please help any ideas appreciated!!!!!!

The flywheel should turn over fairly easy. If you only have 30lbs comp than something is wrong, how are you performing the comp test? How was the comp before ? You might want to double check on the part #`s to see if the head and gasket will work on that different block. Some of the 9.9 experts should be able to help better.

I took the compression test with both spark plugs removed, one at a time, 6 or 7 good pulls, tried to use an impact on top but didnt want to screw anything up, the flywheel turns easily.... you feel alittle resistance on tdc, wondering if its too easy, i disassembled everything i originally did yesterday to double check,took the head off and compared it to the old one, no differences though, i even bolted up the original to see if it changed anything but it did not, never took a compression test before the problem

suggest you check the new head for flatness if you haven't already done so < seems they like to dip-out in the area between the 2 cylinders >...torqued head bolts to 216 - 240 INCH pounds?

The last time we got this symptom, 'louder than before" it turned out to be a busted reed valve.

Well I went out and aquired an 87 15 hp johnson...ordered a seal kit for the 9.9 will update what I find next week
