Possibly a blockage in the water line.
Does it do it at the lake? My 25 hp Suzuki will sometimes do that when I run it at home. When I take it out on the water and it works fine.

Thats because of the thermostat opening and closing all 9.9s do it to some degree

I agree with the thermostat theory, but looking at what is happening,it seems to be to frequent, the owner states that he ran out to get his decoys and the motor shut down, then about ten minutes went by and it started up fine,he went in, went back out and it happened again,in the drum it was fine but there was no load on it and it was cool water, then i noticed the drain hose pattern and noted the pattern and it seem be be to often?

Are you sure it's overheating a stator will act the same way. Check it for spark when it's acting up. Also the switch in the tiller handle will cause all sorts of problems so you might disconnect it till you find the problem.

Thats part of the problem,I can't get it to act up,but your right,I'll have to check them, but its a 96? so the pump and therm needed to be done anyway.;)
