9.8 Mercury Water Flow Issue

My1980's 9.8 Mercury 2 stroke only pumps water when in gear, not in neutral...how is that possible?

Check seal around intake to water pump in the lower unit. I have heard that will cause your issue though never seen it myself.

It should pump all the time when it is running.-----But is the water in your test bucket well above the pump ???----Or just covering the intake above the prop ?

A badly worn pump, that gets a bit of help from water being pushed into the water intake by the prop

Was a new impeller installed , yes or no ?
