9.8 merc revs too high

I have a 1974 merc 9.8 110 that has served me well for years. It's been well maintained but got into some bad gas and was serviced for that problem . When I got the motor back it ran well for the first day and then it started revving too high and was difficult to start. It had fresh gas, but in order to start it I have to choke it, pull the cord once and when it pops, I have to hit the gas to keep it alive. The revs are up there! It is very difficult to turn it down to proper shifting rpms because it will stall out unless I turn the throttle down very slowly.I have to choke it to get it started even when it is warm,
I do not see any evidence of crank seal oil dispersion nor have any of the carb adjustments been changed. I would appreciate your thoughts on this one.
