89 mercury 115 tilt and trim problem

i have a 89? mercury 115 ob with a 3 wire tilt/trim. have read lots of the other posts and can't find a answer to my problem. when i try to tilt the motor up or down both the up and down the seleniods click but the motor wont turn. somtimes the motor will whine like it wants to turn but wont. please help!

Do the solenoids click when you operate the trim control. If they do try using a screw driver across the large terminals of the solenoids in turn and see if the pump motor runs each way.
These solenoids are junk in my opinion and prone to failure.
