89 Merc 40HP won't come up to power

Help, I have a 1989 Merc 40Hp 4cly. Motor was purchased in 90 new. It was run a couple times and then sat for over 10 years. It's an ELO. One problem was that someone left the Oil injection fill cap off. It had water in the injection oil. Pump seems bad. I bi-passed the oil pump. I'm running 50:1. I was having problems with the oil alarm sounding till I pulled the sending unit from the bottom of the oil tank. Here's the problem. It starts up and idles fine. Out of the water with a flush hose attached it comes up to speed it gear. I don't have the tach. but it seems to be running fine. When I put it in the water, and I try to come up to power, it levels off and comes back close to idle. When I pull back on the throttle and take it out of gear it stalls. It'll start right back up, but it doesn't want to power up. Looking at the Carbs while trying to get it to go. The butterflys are not opening. However, the throttle is wide open. HELP! Please.
