89 blue fin spectrum 1900 ignition problems wont start

I need help
I have an 89 blue fin spectrum with the original U.S. marine 85 hp Force engine cannot start check for proper voltage at battery then starter selonid 12.8v check all fuses that are visible under the dash havent been able to verify with out an electrical schematic but as far as I can tell everything is good im getting power too the ignition at 12.8v but when I turn the key there no transfer of power going to the other terminals at first I assumed this most be the ignition switch I replaced it and still nothing to the other terminals not sure if im missing anything ground wires all have continuity in at a loss

I already checked all those
neutral saftey switch has continuty when engaged only way to test it with no power coming from ignition
Starter solenoid is getting power and operates when jumped
I tried jumping the connection on my lanyard to see if that was the issue no change
And I checked continuty on the two circute breakers i found in the engine compartment and fuses under the dash

Need to disconnect kill switch, not jump across it.
Outboard kill switches ground out ignition when closed.
Disconnect it at the engine.
