89 40hp hard steering

Here is my problem. I have a tilt tube system on a 1989 40 horse evenrude at high speeds it seems to be working fine but sitting still or at slow sped you almost need a pair of mules to move it. I have made sure all grease fittings have been greased. Any ideas?

disconnect the linkage at the motor. check by turning wheel, and turning motor. see which is stiff. usually the cable going thru the tilt tube gets rusted up. and makes thing hard. remove cable and clean besure to clean tilt tube also.
