88 Mariner 45hp bad wire, help!

Hello, this is my first post to the forum. I recently purchased a 15 ft bass boat with a 1988 Mariner 45 outboard. The motor has not run in a while. I pulled the carbs to clean them today and ran into a problem. Behind the top carb, there is a few wires in a shield that run from under the fly wheel the some sort of fuse box (Maybe power pack). When I was reinstalling the top carb, I found a black and white wire that was completely rotten. The whole wire was bad. It is on the left hand set of wires, second one down. I have had the motor running before, but I did not idle, so I blamed it a junk in the carbs. Can anyone tell me what this wire is for? The auto blend system has been cut so I don't believe the wire is for that. Thank for the help!

Those are trigger wires and tell the switchbox when to fire
