88 FOUR WINNS broken starter problem need help

Bought a 88 FOUR WINNS in june everything was good on the boat, have taken it out about a dozen times. This last time the boat broke down and got it back to my house to find two broken starter bolts...the only thing holding start in place was a 3 in bracket that comes off the block....anyhow the bolts broken off inside and is nowhere to grab, will have to drill. motor is a 3.0 mercruiser/ outdrive is a cobra. any advise? i dont want to take motor out if i dont have to...was wondering if there is a way to put the motor on its side in the boat to gain access to starter cavity? i have a 90 degree drill, drill bits, and a snapon set for removing these kind of problem bolts....(i am an automotive mechanic but never worked on a boat before) i live in massachusetts, lookin for help, ideas, advise....thank you.

Mike, You might post this in the I/O forum, as your question is likely model specific, and those guys are experts.

I pulled a V6 mercuriser out of my boat to replace the oil pan. It is not that difficult. On the MerCruiser, you remove the outdrive, disconnect all electric, fuel and controls cables. You need to pull two rear bolts and two front motor mount nuts. I built a scaffold, like was used to hang outlaws, backed the boat under it and used a cable puller (cumalong) to lift the motor up. Now pull the boat forward and lower the block to work on it.
