87 Mercury 25 hp-Ignition Problems

Started engine after winter storage and would only run on top cylinder . Bottom cylinder did kick in for just a couple seconds. Checked for spark on lower cylinder and found that there was no spark. Tried to start engine a couple days later-would not start. Checked for spark and found none on either cylinder. Tried again the next day engine would firev on top cylinder only. Used repair manual and ran ohm meter tests on stator, trigger coil, andboth ignition coils.Trigger coil and ignition coil tests were witin the range stated. Stator readings on each wire to ground were both within the range. The stator ohm meter reading when connected to both wires was slightly low. The reading was 3070 ohms and the range published is 3100-3700 ohms. Switched leads on ignition coils and the bottom cylinder then had fire but the top did not.
I am guessing that what Mercury calls the switch box is bad. Is it likely that the trigger coil or statoris bad? These parts are not cheap and would like to replace the bad one the first time. Any and all help will be greatly appreciated.
