87 johnson110 wont reach full power

After sitting about a year, ran great at lake about ten minutes, then went to about 1/4 power.. Had mechanic go thru carbs and still same problem..All cylinders are firing, and fuel lines seem to be good..ANY help or suggestions would be appreciated..Moter has always been well serviced and taken care of..Thanks in advance for any suggestions.......

is all this testing done in water or in driveway?cus i notice my outboard runs diferent in the driveway than it does in the water and i do sugest you go through the carbs your self cus somtimes mecks dont change all the parts but say they did .

Tested on lake... I do agree you cant always trust people now days.. Anything but a bad cylinder is what I'm praying for.. Thanks for the reply

also what are the symptoms of powerpacks going bad? Do they just die or do they go out little by little?
