86 Mercury Idleing problems

I am looking to buy a 1986 Cajun Bass Boat with an Outboard Mercury also an 1986 90 Hp. It is fine once it gets up and going, but when i come into the docks or put it into low idle it sputters and wants to die and eventually does. Has anyone had This problem in the past? This boat has been sitting under a cover for about 2 years.

Could be something as simple as adjusting idle timing up a bit as it must be done in the water... I would rebuild the carbs....take them apart and make sure everything is clean and blow out jets...couple of gaskets and they are back together... Time for a water pump as well..
