86 mercury 25hp bogging down

I have a 1986 25hp merc that is serviced regularly and have never had a problem with till now. Engine starts well, idles well, runs great in tank, runs great with clamshells but once in water it seems to bog down. It seems to be struggling any time you try to accelerate and only runs 1/3 of normal speed and sounds very labored to reach this speed.

Do you have spark on both cylinders? Good compression in both cylinders? If so, you have carb issues. I assume you have fresh gas in it, if not, try that first.
