I have a 86 johnson 9.9 that must have been left outside for two three years. I could not get the pull cord to move the fly wheel at first It seemed that the fly wheel was frozen I was able to finaly get it to move after about an hour of working the fly wheel back and forth I pulled the spark plugs to see what they looked like they are covered with a lot muck? is this going to be worth trying to get going? is this normal for the plugs to have this oil muck on them after so long? if so what should i do next.

Oil,yes it's normal. muck,no as long as it's the earth kind. But I gather it's the oil kind, and it's probably carbon.
You are going in the right direction.
Once you have the plugs out, buy a can of marvel mystery oil. Lay the motor in a dry place, plug holes up. Pour the oil directly into the plug holes. screw plugs back in,and let it sit there undisturbed for a good 7 days.
Remove the plugs, get a breaker bar on the flywheel nut,and work it back and forth in small incraments, until you have it turning 360degrees in the proper direction.
Pull it over until it's free, and keep the jugs drenched in mystery oil until it does.
Watch out for the plug wires. If all is well in the ignition cicuit,it'll arch-over 1/2" to git ya.
remove carb too, because it has varnish in it,and needs a good cleaning before attempting to start it anyhoo...And pour a bunch of mystery oil directly into the intake while the plugs are out.

------------------
Water, water everwhere...And all I can catch is CATFISH!!!

thanks for the responce 12footer but When you say pure marvel mystery oil into the spark plug holes how much should I pure in and how do i get it out after it has set for seven days? I have already started working on the carb it looks clean but it can't hurt to give it a once over.
