So I did some tests, pushing the piece down onto the drive shaft and pulling it back and every single time the garter spring is off the seal hanging on the drive shaft. I don't know if its the pressing motion of the seal going over the drive shaft that is causing it to come off or the pulling of the seal off the drive shaft that causes it. I'm afraid to move forward until I know for a fact the garter spring is in place properly. Because the drive shaft expands suddenly I'm worried that is whats curling the seal under letting the spring slip off. I just hope I didn't install the seal upside down.

Okay I think I've figured out that it has to do with the wait the seal is pushed over the drive shaft neck where it expands, a quick even thrust and all is well. If it goes over slowly and sort of one side at a time then when I pull back the spring has fallen off or is half off the seal. Only thing is, once its on I have no way of knowing for sure if I did it right. I really hate to think of what could happen to the lower unit if the engine is run with that spring loose inside.

not sure if this is a good idea but maybe if you put some triple guard grease on that area the stickiness will keep it from coming off the seal when you install. It sounds like the spring could be a little stretched or something

I pretty much nailed it. If I push it on by applying pressure lower on the wear plate it pops right on quickly and fairly easily. If I apply pressure more towards the center of the plate then there is a ton of resistance and the spring pops off. It has to do with the way the rubber compresses, its supposed to fold around the spring when installed but if it goes on wrong it folds inwards away from the spring causing it to roll of the lip and it creates the extra resistance I mentioned. I got it on now on to the shift shaft seal.
