'85 70Hp Evinrude quits while idling

This motor will suddenly (and always) quit a short time after reducing rpm to idle...it's almost like you turned the key off.
boat is in-water, not on the muffs...on the muffs this does NOT happen...!
no "sneazing" thru carbs or exhaust backfire
Things we've done include:
squeezing bulb as it drops rpm to idle...no change.
carbs cleaned (3x)....spray in all the holes seems to show all clear.
new plugs...@.035" and the spark energy SEEMS great
fuel delivery SEEMS ok in all respects
any thoughts or help as to what to look at would be greatly appreciated.

From what I gather motors idle differently in water, than on muffs due to back pressure. It's always recommended to adjust your idle speed whilst the boat is in the water not on muffs. If your Idle is fine on muffs but not in the water I'd try this first but that's jsut my opinion.

What is your idle RPM in the water? Has the motor always behaved this way or did it start happening recently? What happened/was done to motor prior to this behavior?
