What am I missing, I managed to get water in the fuel system,(rookie mistake) I have drained the carb bowls, fuel lines and replaced the tank with fresh gas. Where else do I need to clean. The fuel pump has been rebuilt. The engine will start and run briefly, If I push on the electric choke the engine will run longer. At times there is a backfire as the engine dies.
Is it normal for the butterflys to remain closed with the engine at idle. Ahy help would be greatly appreciated.

You probably need to tear down the carbs and give them a thorough cleaning. Water seems to always convey crud into the carbs.
Yes, the throttle plates should be closed at idle.
