'83 Mariner prop spins while in neutral trying to crank and engine will not start.

The engine has a sticker on it that clearly states it has a "kill switch" for in gear starts. The prop recently started to spin while cranking. I was able to turn the engine over once while in said situation.?. How do I put the gear to neutral and start this mother? Thanks in advance for your advice!

if its big enough ta have a "control box" tha in gear switch is bad or someone has jumped it.... motor shouldn't make a peep if its in gear when tha key is turned.......
