81 90hp merc won't go up or start

Hi. My 90 merc engine will not trim up, or start. I am able to get it down, but it only clicks when I try to put it up. We replaced the solenoids because they were broken, but it still is not working. Also, the engine will turn over, but it will not start. It has new plugs in it. Any ideas out there?

Have you tried by passing the trim switch and supplying power directly to the trim solenoids? Have you checked the trim pump is full of oil? Have you pulled both lift cylinders off to see if one or the other will work with the weight of the engine off? Have you disconnected the hoses from the lift cylinders to see if they will shoot oil when you hit the trim switch?

As for the engine, was it running before or did you buy it this way? Have you checked for spark? Is gas getting to the carbs? Are you holding down the choke button while cranking? Have you done a link and sync?
