I have a Chrysler 45 hp with wide open throttle problems. It planes out okay but after a few hundred yards the rpm fall moderatly. The motor has a tuneup 4 hours ago, all new fuel lines and gas tank, propeller. The primer bulb seems slightly collapsed during this condition. I removed the foam under the cowl and ran without cover on the motor, with pretty much the same result.

Ok. You have done perfect so far.
Now, try loosening the gas cap. If performance picks-up, you have a plugged vent (that little screw in the center of the cap). The tank must get air to replace the fuel it is burning.
If performance doesn't pick up, purchase a fuel pump repair kit for it, or one for any Force 50HP (they are the same pump), and rebuild it. The check valves should remain in place, unless they are loaded up with debris. The biggie is the rubber diaphram. They turn into aligator hide in the presence of alcohol 'enhanced' fuels.
The whole job will caost about 15-20buks, and about 20-30minutes to perform with a screwdriver, pliers, and a can od carb cleaner (just to clean things up with).
If this doesn't cure it, Come on back, it'a time to rebuild the carb.

Thanks for the information, I will order a fuel pump kit tonight, as I had already tried the gas cap trick. When when i had it tuned up a carb kit was also installed, couldnt have been much though, it only cost a buck thirty five.
