'79 50hp 4 cylinder. Lower unit oil seal

Boat thought it was a submarine. Outboard went under. Rescued her. Then began the long, painful, expensive lesson getting her back to working order.
During this month long maintenance and restoration process, I noticed oil/water leaking from the propeller area. Not a lot but enough to cause concern. I drained it and got oil (no noticeable water).
Just to be safe, I called the marina to inquire about lower unit seals, and was sold a single seal. I also bought a manual and it appears there are actually 2 seals back to back. He never mentioned the 2nd one......so my question is.......
Do I have to replace both or would replacing the top (outer) seal do the trick? Is it possible the oil and water mixed simply because of the motor capsizing or should the seal (seals) definitely be replaced? Also is it possible that this seal doesn't even go to the prop shaft but rather goes underneath the impeller housing?

There is a seal on the shift rod.------There are seals below the water pump.-----There are seals in the propshaft bearing housing.-----There is an o-ring on the propshaft bearing housing.------A complete seal kit is a good idea on a 40 year old motor.------And a pressure test of the lower unit is a good idea.-----What was done to the motor after it went under ?------Has it bin run since it went under ??.

Day one......I pulled spark plugs and cranked engine until cylinders were dry (Had to tap starter to make bendix kick). Filled cylinders with mystery oil. Let sit for half hour. Cranked until cylinders were again dry. I repeated this step 2 more times before finally filling the cylinders with mystery oil and hand tightening the spark plugs......

Day 2...... Started replacing wiring that was corroded and brittle. Replaced solenoid. Replaced starter. Drained lower unit. Removed and power cleaned carbs (caked with gelatin). Rebuilt carbs. Bought new much larger gas tank. Filled with premium gas and a double dose of 2 cycle oil. New plugs. New wires. Rebuilt control box. Adjusted shift/throttle cables. Hooked up the hose and fired her up. She hesitated at first until she tasted the oily petro and now it will fire on the 2nd key turn again (as it always did before.

Are all of them similar in appearance?

Lower unit parts; you can check whether it's leaking by using the gear oil pump and pumping oil in. Lower-Unitsdriveshaftsmall.jpg
