76 merc 850 lower seams stuck in reverse

Hi its me again sorry im still working on this 76 merc 850. After getting it running i noticed that no water was coming out of the hole. So i pulled the lower unit with it in neutral. Got the line cleared out and when i started to put it back in i noticed that the lowet seamed to only go into reverse. I messed with the shift cam to try to put it in neutral (or even forward) no matter what i did it would only stay in reverse. Is this some thing that can be fixed or do i need to get a differnt lower unit. Thanks in advance for all your help every one on here has been super helpful

It helps to turn the prop and it takes a pretty good twist on the shift to go into gear.

Since you were working on a weak tell-tell, did you replace the impeller? And clean out the tell-tell hose? Bugs make winter homes in them.

Sorry i hit the post button by accident but it did not seam to take much effort to turn the shift cam when i had the lower unit out and yes i replaced the impeller since i had the lower unit off.
