73 evinrude - 65 HP - Will not turn over

My outboard will not turn over. What I mean by that is that when you turn the Key, there is nothing. I have a new battery and connection are clean. I presume it is 1 of three things. Ignition switch, neutral safety switch, starter solenoid.
The motor presumably has a new solenoid and the starter was pulled off and checked at local shop and is good. I'm not really sure how to proceed from here. I have jumped incoming positive terminal directly to starter and starter turns, but will not engage flywheel. Is there away to bypass switches and crank. What would be the best way to proceed from this point. Can I attempt to start by bypassing safety switch and ignition switch to see if that works. How do I do this? Any suggestions on how to proceed to isolate problem would much be appreciated. I'm a good part changer and thats about it.

I believe you have a 20 amp inline fuse under the cowl. Check that. Make sure the battery is fully charged.

did you jump only positive,or both pos and grnd.if your battery is charged,you have sufficent jump cables ,and starter wont engage,starter is questionable,may have caused the fuse to blow,if you only jumped positive ,be sure your battery cables are ok,often battery cables crack and the wire can corrode leaving a weak wire and the rubber shield can hide it
