73' evinrude 40hp, how do you know if water is circulating?

I have the muff on, water comes out the bottom but doesn't come out the exhaust hole???

I'm just wondering if there is a way to know if water is getting to the head?

the one that is above water line, round circle about mid shaft. I only have the ear muff on. I just want to know if my water pump is working before I take it out for a test drive
