I have 1973 Evinrude 25hp sportsman
What is the best way to clean the caburator?

Welcome to iboats. Take it off and soak it overnight in a good carb cleaner. run a small wire through all the orafices and jets then blow it out with compressed air and you should be good to go.

You have to take it apart to clean it properly. As long as it's apart, I'd get a rebuild kit and install new components.
