72 or 73 25hp Evin How do I get Head off

I have a friend with 25hp evinrude we are trying to get head off to change out the little broken off shift lever shaft that the shift lever connects too.72 or 73 model we think. We took off the bottom bolts but it still seams tight and wont come off .Dont know what else we are missing to get it off. Any Help please. Have read the manual and it says to take fly wheel off and some other things like coils but I dont think we need to take all that off. Thanks for any help. Vic

Are you trying to remove the cylinder head or power head?

I usually remove all electrical harnesses and fuel lines, shift linkage and disconnect attaching bolts and lift the power head off. Sometimes the gasket will hold the power down. You can go to the evinrude web site and look at the parts breakdown, that might help you with the attaching bolts.

There's 6 or 8 screws/nuts holding it down.
