71 johnsom timing

I recently rebuilt this 50 horse johnson and after mediocre running, one cylinder only?, It has all but died. I have spark and fuel but plugs foul quickly. I think it is a timing problem. How do you set the timing? I've seen the arm up under the flywheel but the adjustments seem too general. Any thoughts? Tomt.
