70s 9.9 won't start or idle in Neutral?

Everything looks clear, in fact, the kill switch looks new too. It looks like someone has just been throwing parts at this and gave up. The carb is real clean too, not rebuilt clean, more like brand new clean if you know what I mean.
At this point, I have no idea what I'll find, it may turn out to be junk, but it was sort of free since it wasn't part of the original deal, I let him keep one of the fuel tanks that were with the deal in trade for the second motor.
Either way, I got two motors, (one runnning), three tanks, two new fuel lines, a two year old trailer, and a 12' boat for under $300. The other motor is a late model Mercury.

The best way to describe what it does is that it sounds like the idle stop drops out in neutral. The idle drops the moment you move the shifter and then it drops too low to stay alive. I can hold the throttle and keep it alive if I'm fast, but I have to shift while the motor is still at at least a high idle. I wasn't able to get it to start at all in neutral.
I would think that the idle would drop in gear not in neutral, I am leaning towards either a linkage problem or a timing issue.
I was told that the problem developed after a few years of sitting, it had been put away in a garage for several years and wouldn't run right after that, the part that gets me is that its been to two of what I had always though were a couple of the best shops around here. For the amount they charged him for both the parts and labor he could have bought two new motors.
Hey , did you ever figure out the problem what you are describing sounds exactly like what is happening to our 70's 9.9 evinrude

Provide more descriptive info., Ashleymap. Sputters and stalls, won't fire, etc. Compression readings. Last carb rebuild.

I have a 1976 9.9 evinrude , it was running rough but it was running she was finicky but we knew what she liked to get her going (full choke for a few pulls until she sputters then half choke a few pulls then no choke ) , it decided it only wanted to start in gear last year this year we did an oil change and new spark plugs but we couldn't figure out the only wanting to run in gear issue , so i brought it to a small motor repair guy and when we got it back it wasn't running at all! anymore he claimed to have done a tune up and tried to tell us it wont start because its sucking water into the gas system but we dont believe that to be true the guy sonic cleaned the carb so its clean and before giving it to him. We ran it with a high sea foam consecration to clean out the system , The spark plugs fire and jump a 1cm gap and it has compression my boyfriend keeps reading stuff hoping we can figure it out because we really do like our 9.9 its perfect for our small aluminum car topper boat so we hope to get it running again . (We bought a 6hp johnson seahorse as a holy crap we have 3 days until we go camping but she just doesn't have the power we are use too) pictures is part of a video we made to send to the small engine guy of it running .

Does spark jump a 1/4" air gap? What is your compression? Points clean and set correctly?

I wanted to get the most accurate answer for you so the Boyfriend says the compression is low 90's , as for the gap jump we went out at 11pm and noticed the one coil was not sparking properly!!! The small motor repair guy replaced a working coil that had a crack with a second hand coil that was obviously older and now we know its not working properly so thats one mystery solved , We connected the original coil that he had removed and got a beautiful spark on both coils i even moved it back probably an inch + before i caught the spark ! As for the clean points and being set correctly he read about that today so we have to look into it more . We are going to see if she will start tomorrow its to late to try today .

the points are super easy to set. i'd try running it first to see how it goes, and if it runs terribly, then do points and oil the wicks. if its hard starting when cold, turn the slow speed idle needle out 1/8 turn (counterclockwise) then adjust when warm.

Today after work my boyfriend swapped the used replaced coil for the one the guy took off and guess what ... SHE IS RUNNING ! Not super smooth and she still needs 4-15 pulls but im excited she is running because the guy who tried to fix it told me to sell it for parts then offered to buy it . As for how she is running now ... i wish i could upload a video but she seems to be getting stuck at high rpm's when throttled and doesn't come down when you lower the throttle boyfriend describes it as being sluggish going up or down in rpm's but shes basically back to how she was before the guy "tried to fix her" i can't even believe all the stuff this guy said was wrong with it from sucking water up with the gas and needing a new gasket, the coils under the fly wheel, that this motor was mass market built like crap can't get parts and how i should get rid of it and get something else šŸ˜”

"sluggish"... would that be in neutral? it has an overrev protection mechanism in neutral so you cannot get it to rev past 1/3 throttle or so. the hard starting , after everything has checked out, is most certainly due to worn piston rings, making it impossible for the motor to suck in a large enough fuel/air charge.

Sometimes the money you try to save ends up costing you more in the long run. You have a trip in a few days. I wouldn't trust that motor. What if you get stranded and there's no one around for miles. Your friend is right, you're in over your heads.

Sell it as a running motor that needs work and you don't know what it needs. Sell it cheap.

Pick up a newer used one. It won't cost that much. Plus the market is cooling down. Consider it a trade. Or slight upgrade. I'm on my fifth one this month. You'll have less problems.

Hi again. So we got the fly wheel off and to us it looks really good inside maybe not to an expert eye but nothings broken ,cracked , flaking or burnt . the points move and look clean but we will actually clean them, the "wick" looks dry and dirty dont know if thats important, we got a gapping tool to check the gap and if need be adjust it . Flywheel nut needs to be rep[laced.----Throttle cam follower ( blue plastic ) is junk.

The Boyfriend cleaned and reset the points , he adjusted some things according to what he read online like the "cam throttler" contact point because it wasn't making contact at the wrong point , adjusted the low speed mixture its back to defult 1 1/2 to 2 turns from gently seeded , shes had an oil change, she has been greased, the carb was sonic cleaned , shes running premium gas..... but still she doesn't like to running in slow speeds or idle she just sputters out ..... we think that armature bearing ring may need to be replaced or greased ?.?.? Because she is lagged when going up or down with the throttle thats our guess .
