I have that same motor, my second mid-80's 70 hp. Like often happens with old motors you buy used, you inherit all kinds of misteries from previous owners, and all kinds of unreliable info. For example, don't be too certain on your year--I think it may be an 86 but I'm no expert; they changed the motor around 86-87. And it may be combination. And the year it was first sold is sometimes a couple years after manufacture.
Don't worry about the open plug.
Many wires are old temp sensors, PTT connections, etc and have been bypassed--like your VRO was (mine was taken off, too).
I put a new wiring harness on mine; it was not cheap for that model.
A wiring diagram from a manual may be helpful but again if your year is off or it's been altered, it might not do you much good.
"No spark" makes me wonder if your safety cut-off lanyard switch is your problem--if it's hooked up, you may still have a defect somewhere along the line.
The hot wires with the corroded ends need to be address first--they power something.
