70hp evinrude idle problems

I have a 1978 70hp evinrude that runs rough at idle and speeds just above idle and stalls frequently. however at moderate to higher speeds it seems to run smooth and fine any ideas on where to start to chase this down

sounds like maybe you need to clean or rebuild the carbs.

also maybe check your plugs.
