70HP 3 cyl thermostat bypass

The thermostat bypass valves were missing from my old 70. From all the crude build up they were removed long ago. The thermostat had also been stuck for awhile. Good thing they gone I guess.
Is this a hot-rod mod to the engine or just bad mod??

Misinformed modification.

Get both new t stats and poppets and reinstall. They are both there for a reason and should not be removed.
