70 hp yamaha 2 stroke

I was told by several people that you can convert a 70 hp 2 stroke to a 90 hp 2 stroke by removing a restrictor plate . Is this possible and what needs to be done to accomplish this

Not possible, the 70hp powerhead has 51.8 cubic inches of displacement and the 90hp has 69.6
