67 merc 1100 has no power

I have a 67 merc 1100 it runs idles works great on land bu once its in the water it has no power i mean no power? Has great compression spark new plugs and is getting lots of fuel idles great but as soon as you go to touch the throttle it just bogs and goes no where but will rev up fine in neutral i recently did yhe impeller and serviced the lower unit and somone told me there are 2 holes the uper leg that the water pipe fits in and it could be in the wrong hole causing it to push water some where that is causing my power issue seems like bogus advise? Any ideas help anything would be great as this boat is the only way i can do anything really fun with my 2 young kids and wife as i am losing the use of my legs

Lean bog? I'd start by checking how far out your idle screws are. Depending on your location, start somewhere between 1.5-2 turns from softly seated. Once its properly warmed up, put it in gear and idle out to a safe location on your lake. Attempt WOT. If that fails open each idle screw 1/4 turn at a time on all three carbs. These things are jetted fat on the bottom as there is no accelerator pump. It needs a fat idle mixture to ease the transition from idle to WOT. When you get the right settings, right it down for your elevation. If you ever take your boat to another location to play, you'll know where to set it at again. This is how I did it on my 69 Merc 1000.
