65Hp outboard spraying gas

I am hoping someone has seen this before....we have an older Mercury 65hp outboard, I think its a 71 thunderolt 650(ser#3000829). The problem is in the fuel system. When I pump the bulb to get the fuel lines filled the gas starts spraying out of both carbs. At the top/back of each float bowl there is an overflow hole and it seems like there is to much pressure reaching the carbs. I have blown out both carbs thinking it had something to do with debris but no luck. Should the fuel pump regulate the pressure in the fuel lines to the carbs? I took the fuel pump apart and the baffles seem to be working, no pin holes. I am guessing that maybe the fuel pump assy needs to be rebuilt but since I am working on a tight budget I don't want to be chasing my tail. Any help would be greatly appreciated. Thanks!

It sounds like the floats are stuck to the bottom of the bowl or are fuel soaked and sinking, the best way to solve this problem is to take the tops off and check their condition.

If your floats are cork...prob time to replace them with plastic floats. If they are plastic, check them for holes/cracks.

Make sure floats are set correctly(probably parallel with carb body) and check float needle/seat for wear and/or junk.

Thanks guys for your responses. I have ordered the rebuilt kits for the carbs and will post my results this weekend.
