64 6hp merc impeller replacement

I think I have a 64 6 hp merc by referance to the SN which is 1661799. Anyway I can't get the lower unit off the motor to replace the impeller. It came down about 1" and stopped it seems because the shifter shaft won't pull out of the lower unit. I removed the power head so I could see better at the top and nothing except the shifter shaft is holding it. I don't think the shifter gear at the tiller is suposed to come off and the shifter shaft won't come out of the LU either. I've turned the shifter shaft trying to remove it and now I can't even get it to go back together now. Does the shifter shaft bushing have to be loosened and raised before removing the shaft? That seems to be where I'm hung up. but the bushing can be rotated by fingers but will not come up. If so, there is a set screw that may hold the bushing in place that is split at the hex and a allen wrench won't turn it and I can't get anything else in there to remove it. If that's what's holding me up I'll have to drill it out or use easy-out to remove it. Any help I can get I would be very greatfull.

Is it an allen or a tension/compression pin?

It is an allen set screw. The threads are exposed but the thing is split intwo at the top.
