63 28hp Johnson

I just purchased a 74 mfg fiberglass boat with a 63 28hp Johnson RX 11A motor. From what I have found online these were not electric start, however this one is and has a pull start also. Does anyone know how/why? Also the person I purchased it from did not run it at all last year, but did a number of times the year before. I pulled the engine over before I bought it with a little starting fluid in the carb and it popped off (No gas was hooked up) just to check the compression and spark, which there is. What maintenance should be done before I even attempt to run it? Also does anyone have an owners manual for this motor they would be willing to send me?

Clayton, welcome aboard and congrats on the new motor.
Mix-up some fuel, using 24:1 fuel/oil ratio with TCW3 outboard oil. Never use starting fluid on a 2 stroke engine.

The 28hp was offered as a low-cost alternative to the more deluxe 40hp. As such, it was equipped with a recoil starter. However, they also offered an electric starting kit for it, for those people suffering from buyer's remorse. It does not replace the recoil starter but just adds to it.

I would personally change the gear oil and gaskets and change the impeller.

If the carb has been sitting a couple years with fuel in it it may be gummed up and neeed a cleaning. If the fuel lines are original, I would also change them out for ethanol proof lines to prevent future issues.

I appreciate all the feedback. Does anyone have a parts and/or owners manual for my motor (1963 Johnson 28hp RX 11A) they would be willing to email me?
