60hp mercury 1988

I pulled the cover of of the left side of the motor near shift linkage it has two indents offset from each other looking like A thermostat and popit valve there is nothing in this cover is this where they go if not where is thermostat and popit valve located on this motor 60hp inline 3 mercury 1988

in 1988 the 60 (and the nearly identical 50, which I have) had no thermostat or poppet valve
