60ESL70D Hydro-Electric shift adjusting proceedures

I have acquired two of these motors without knowing they had hydro-electric shift. Have ordered a manual. I have the proper electric signals to the lower unit solonoids, but must have mechanical issues or have the solonoids out of adjustment. I have nuetral with no voltage to the sols(which should be forward), and reverse with voltage to green, and green and blue. Have no forward in any combination. Anyone have experience troubleshooting these units.

Resistance through each of the blue and green wires through the solenoid to ground should be 5-6 ohms. Are both engines shifting badly?

Resistance is 5.3>5.7 for both. More information I should have put out there. One if these is a parts engine and had a broken case. I have been waiting for the repair manual before I dug deeper into the lower unit. Someone locally told me of a step by step process for the adjustment of the solonoids by Joe Reeves, but have not been able to locate it. I have adjusted the solonoids flush with the actuator rod on both blue and green. Basically trying to make one good lower out of two. Engine runs absolutely fine, so hope to rectify the lower unit problem and get back to fishing.
