Suntracker, Take your car GPS or borrow one and compare it to the one on the boat, if they match then I would still demand that the dealer fix the problem.
You should not have to do the dealers job on a brand new boat. I would also contact Mercury Marine and talk to them.

Old thread, but I just had the exact same problem! Bought the pontoon used, former owner had a marine mechanic downsize prop from 13 to 11 pitch and also replaced plugs. When I purchased, it ran good but wouldn't exceed 5k rpm. Problem was the plug gap! Apparently the mechanic installed the plugs straight from the box. I installed new plugs, set gap to .040, gained 1200 rpm, now maxes out at 6200! Runs like a scalded cat. Now plan to change back to the original 13 pitch.

yep...my '05 60 hp big foot pushed my '07 24' pontoon to almost 21 mph , just me on board. Purchased used in 2017
