The motor has water in it.----When I see that rust on reed valves the motor has to come apart.-----Or it will take itself apart sooner or later.

Thanks for all your help racerone! I really appreciate it. I don’t know anyone who works with vintage outboards so forums are my only help. Once I take the motor apart is there a certain way I gotta clean the innards or is it just a matter of if the parts are rusty the engine is scrap

Only way is take it apart for inspection and education.----You will be able to pick a better project after this one.
