I know you have isolated the problem to elsewhere, but back to your original suggestion of running an additional filter. I have a factory spin-on like you. I put a fuel flow meter in the line between the tank and the engine, but it fouled up with rubbish (they are VERY sensitive). I have fitted a simple in-line filter between the tank and the flow sensor without any problems whatsoever. If you have concerns, just put a vacuum gauge on the line between the pump and the filter and make sure you have less than 2" of vacuum....

It takes a LOT of TOO FINE meshed filters to cause NOT enough fuel to flow.
IF THE FUEL IS FULL OF JUNK............Be glad the filter / Filters are clogging........... I know of some people running Course & fine filters. No problems.

Some people KNOW their marinas have water & crud stirred up when the fuel trucks refill. So they ask when the last delivery was or will be next. Simple ?.......Not every marina is aware or WILL pump out the bad stuff. Water CAN come from the refiners, bulk storage or a tank truck.

Places where there IS NOT heavy, year round boat use or heavy week day use, have it very good.
