5.7 RPM fluctuation

2002 VP 5.7 GI BF fuel injected engine. When throttling up on RPM's the RPM's fluctuates 300 +- between 800 to 2000 rpm's and then settles in at rpm. I know it is all electronic ignition and it takes care of timing but is this normal for the rpm to vary so much. I notice when I'm trolling I hear the engine change rpm's, I have had the injectors rebuilt new fuel filter and new pressure regulator. Any ideas?

Don't know of a place that can actually "rebuild" injectors, only clean and flow test

Its not normal for the rpm to vary at all unless the linkage is sloppy. Once the motor is above 1500 rpm the IAC should no longer be active.

Need to get a scanner on the motor to see what is happening.

If you can get a digital voltmeter on the IAC and TPS to see what their doing
