I was able to measure the distance between my two marks. Was about 28 Deg.
The rubber had let go like Don S said in post #2.
I bought a new one at Napa, "Standard Chevy part."
Installed new part, set timing, all is well
Notes:
The guy at the parts store had no listing for 12 or 2 O'Clock balancers Just one, I believe "13 degrees off from the Key way" was how it was described.
In fact the old timer mechanic there hadn't heard of 12 and 2 either.
Anyway, He borrowed me the puller and all is good.
