5.7 GI-D Need Help. Inconsistent stalling and backfiring

I have twin 5.7 GI-D.
These are the symtoms:
-The engine will work fine sometimes but other times it will start and then die within 2-3 seconds and you cannot get any revs out of it. As it's dying out, it will backfire sometimes.
-Replaced the fuel cell with an original volvo penta one at the advise of my Volvo Rep as it did not have low fuel pressure.
-Before I replaced the fuel pump assembly it was backfiring a lot when under load.
-After replacing the fuel pump everything was good for a bit, but now it will sometimes work but more often than not, it's not working.

-Sounds like it's starving for fuel
Here's what I have done:
-Replaced the fuel cell with an original volvo penta one at the advise of my Volvo Rep as it did not have low fuel pressure.
- It now has low and high fuel pressure (10Psi for low and 55Psi for high)
-Put the fuel line from the other fuel tank (for the other engine) to it and ran it ( but not under load) gave it a few revs, worked fine for a couple of minutes then it stalled again.
-Ran the engine today for a about five minutes out of a gas can, and it seemed to work fine.

The problem seems to be inconsistent, which is making it hard to track down the problem. My codemate scanner brought up a DTC code 81, which has a bunch of problems associated with it. Not sure if this code was set off because of the problems.

How do you know if it has an anti-syphon valve on the tank? Looks just like a metal elbow that the fuel line hooks to. I can hardly get at it as it's in a very tight spot. I will post a picture and maybe someone can tell by looking at it.
Have the manual, Thanks to Don S., but don't have a vacuum gauge and not sure which tests to go with next.
I am at a bit of a stand still right now.
Any suggestions would be greatly appreciated.
