Motor: VolvoPenta 5.0GL
When running WOT with the throttle lever in WOT position the boat will loose 2-3 mph but if I back slightly off the throttle it picks 2-3 mph back up. Could this be a float issue seems like it may not have enough fuel supply to operate at WOT. Any help is appreciated.

I'd start by inspecting throttle plate in carb with engine off. Have someone move the throttle lever slowly to WOT and observe the throttle plate as it opens. Is it full open with throttle lever at WOT

It could be fuel starvation as the symptom you are describing. Start checking and changing the fuel filters. The only other thing to check is that the throttle blades could go past wide open and start to close. Pretty rare but it needs to be checked.
Is the flame arrestor clean and not plugged with black dust from the belts?

Flame arrestor is spotless. I'll change out the filter and check the blades.

Cleaned inline filter and replaced water separator filter. Checked throttle blades and they seem to be set correctly. Still no improvement. Any other ideas?
