40hp Johnson goes foward when in reverse.

Hello Im new to this site,
I have a 1987 crestliner with a 1987 40hp vro Johnson .
The problem that Im having is when I engage the motor to go reverse from dock the
motor goes foward. The boat has a side council stearing wheel. Im not sure whats going on
The motor always seemed to have issues when engageing reverse. Any help would be much appreciated.

Foward runs great.
