40 hp mercury bogging

i have a late 90's 40 hp mercury that i belive is a 3 cylinder 2 stroke. just got it and took it out and runs great at idle and low rpm but as soon as i get on it it boggs down alot and doesn't want to go anywhere. im new to this so any help is appreciated.

also is there any way to check the fuel pump or anti-siphon valve?

Don't know your engine s/n but this service manual should be the one you want:

Gerry i appriciate it. where can i find the serial number. the guy i bought it from didnt have any kind of paperwork on it.
