40 hp Johnson, Fuel filter runs dry

Good morning guys,
have an 40 hp Model # J40 0ElENJ
Fuel filter will not stay full.... replaced all fuel line and fittings, replaced primer bulb, replaced vro with fuel pump, and fuel runs dry in fuel filter?

That may be normal.----Are there issues with the running of the motor ??
